All Indonesia arrival card: what Bali hotel guests should prepare

A practical, dated guide to the All Indonesia arrival declaration, visas, and the boundaries of hotel advice for Bali guests.

A guest sends reception a message two days before flying to Bali: “Do I need to fill in All Indonesia? Do I still need a customs declaration? Can the hotel do it for me?” A quick answer can cause a bigger problem if it confuses an arrival declaration with a visa, a passport requirement, or a hotel registration.

The All Indonesia arrival card is Indonesia’s integrated arrival declaration. The official immigration announcement says international passengers arriving at I Gusti Ngurah Rai Airport in Bali have been required to submit an arrival declaration through it since 1 September 2025. The platform brings immigration, customs, health, and quarantine declarations together. It does not decide whether a guest is eligible for a particular visa, and it does not replace a valid passport or the documents a traveller needs for their own circumstances.

For guests, the safest approach is straightforward: complete the official arrival declaration using the official platform, check the current visa guidance for their nationality and purpose of travel, and keep the hotel informed about arrival details. For hotels, the job is to give a useful reminder without presenting staff as immigration advisers.

What All Indonesia is for

The official All Indonesia guidance describes one digital arrival card covering several declarations that used to be handled separately. A passenger provides personal and travel details, then completes the relevant immigration, customs, health, and quarantine declarations. After submission, the platform generates a QR code for use on arrival.

The Directorate General of Immigration says travellers can complete the declaration up to three days before arrival, including from their country of departure. The official route is the All Indonesia website or the official mobile app. A hotel should link guests to that route rather than asking them to send passport scans or declaration details by ordinary message.

That boundary protects both the traveller and reception. Staff can tell a guest where to check, but should not fill in a declaration on the guest’s behalf or promise that a submitted form means the guest can enter Indonesia.

What All Indonesia does not answer

The arrival declaration is only one part of travel preparation. These questions require their own official check:

  • whether the traveller needs a visa, visa on arrival, electronic visa on arrival, or another permission;
  • whether the traveller’s nationality or travel purpose changes what is available;
  • passport validity and any supporting travel documents;
  • airline rules and the guest’s route; and
  • items, cash, animals, plants, food, or other goods that require a declaration or inspection.

Immigration guidance states that foreign nationals need a valid visa unless an exemption or international arrangement applies. That is deliberately broad because the answer varies. Do not turn a hotel blog, a social post, or a previous guest’s experience into a universal rule.

Guests should use the official Indonesian immigration and e-visa channels to check the rule that applies to their passport and purpose of visit. A hotel can make that easier by sending a link early, but cannot validate a guest’s eligibility.

A useful pre-arrival checklist for guests

The following checklist is practical rather than legal advice. It is designed to help a guest avoid leaving the key checks until the airport.

1. Confirm the travel dates and arrival point

Check the flight number, arrival date, and the airport shown on the booking. A guest arriving at Ngurah Rai should use the current official arrival guidance for that journey. If a flight changes or the traveller enters Indonesia through a different point, the guest should check the official information again.

2. Use the official All Indonesia route

Go to the official All Indonesia website or official app. Complete the form with details that match the travel document and flight information. The guidance says the form may be completed in the three days before arrival. Do not rely on a similarly named third-party page or pay an agent just to access the government form.

After submission, save the QR code where it can be found without an internet connection. A screenshot or downloaded copy can be useful at an airport, but the traveller should follow any current instructions shown in the platform.

3. Check visa and passport requirements separately

Before travel, use the official immigration or e-visa service to check the appropriate entry path. A visitor should not assume that a friend’s visa route, a travel forum, or an earlier trip applies to them. Nationality, travel purpose, and policy changes can matter.

The guest should also make sure their passport and any onward or return documentation meet the requirements for their route. The official authority, airline, and relevant embassy or consular source are better places to confirm this than hotel reception.

4. Answer declaration questions accurately

All Indonesia combines several types of declaration. Guests should read the questions instead of treating the form as a checkbox. Customs, health, and quarantine answers can depend on the items and circumstances of that trip. If the guest is unsure, the official instructions and arriving officers are the right source for a decision.

5. Keep the hotel information separate and simple

The hotel normally needs arrival time, flight number if useful for a transfer, and a way to contact the guest. It does not need passwords, copies of a completed government form, or more personal data than is necessary for the stay. If the guest asks whether the property offers pickup, late check-in, or a payment method, answer those hotel questions separately.

A reception message that stays within scope

Hotels often want one short reminder to include with confirmation emails. The useful message does three things: names the official platform, says when to check it, and makes clear that visa eligibility is separate.

What the hotel team should review before sending it

Use a simple pre-arrival review rather than copying an old message every season:

  1. Open the official All Indonesia and immigration pages on the day the message is updated.
  2. Check that the link is genuine and that the message names the right airport or route only where that has been verified.
  3. Remove any old claim about universal visa eligibility, forms, or processing times.
  4. Keep hotel-specific details limited to check-in, transfer, contact, and payment arrangements.
  5. Give the guest an official link for government requirements and a hotel contact for stay-related questions.
